process-death-row on germanium is (apparently) being a tad slow

Bug Description
context:
* We've added scriptactivity checks for this process.
* based on the 'run every 30 minutes' cron entry, the check was set to failure on 60 minutes
* the check, purty much immediately, started failing
The problem is that the script process-death-row on germanium, is taking from 55-65 ish minutes.
Given the every 30 min check; that allows for a nice window of 'this script failed to run in time".
It has been suggested (?) that the 60 minute runs are a problem, hence this bug report.

As a temp 'stop the noise', the check has been increased to a 2 hour period, vs 60 minutes.
