Bug Description
(Narrowed down from a political issue filed elsewhere:)
Private PPA invites currently have an explicit accept, and an implicit decline/ignore (by requesting the addressee to ignore the email).
Ideally the invites should have an explicit _decline_ link aswell, so that the unsuspecting receiver of the invite has the three definite options of accept/
In the future, significant numbers of "decline" clicks could be used to highlight possible spamming/
