I wanted to contact some pending members of a team of mine using <https:/
You have reach your quota for direct contact of other Launchpad users. You can try again in 23 hours
I think that the quota is too restrictive, and maybe should be set to at least 10 messages. Also, 23 hours isn't too much? The "Contact this user" feature isn't so useful if I can't contact all the users I want to contact.

We will not change the quota on pending members. Launchpad is still being attack by spammers every day and we have had complaints that contact-this-user has been abused.
Your need to contact pending members is legitimate. I think the user who wanted to join the team should have been asked to explain why and introduce himself. The team admins should also have forms to send messages to the pending members. The approve members page allows you to send an approve ot disapprove message to one or more users, but not when you are abstatining from the decision.
