apis generate invalid xhtml

Bug Description

The API URL <https://api.launchpad.net/1.0/bugs/98836/> includes a &nbsp; entity, but it doesn't define that entity or give a doctype that would make it defined. As a result both Firefox and Chromium give an error when trying to display that URL.

You can also check it with <http://validator.w3.org/>.

I don't personally think this is a high priority issue because api code almost certainly wants to see the json form, but I thought it was worth mentioning.

The browsers are ignoring the xmlns in the parent tag that states the content is xhtml.
