The +merges page provides things the +activereviews page doesn't, like listing work-in-progress branches. Why would we get rid of something useful?

Maybe we need to gather some metrics on how often it's used. I haven't found it to be useful in its current state, but maybe there's room to improve instead of remove.

The active reviews for a team includes reviews that are owned by other people
which have outstanding reviews for people in this team.

The +merges page reflects (I think) proposals with a different access method.
Probably ownership of the branches or registration of the merge proposal.

I'd have to look at the code to confirm.
