licenses argument to new_project undocumented and possibly impossible to use

Bug Description
Hi,
new_project takes an argument "licenses", but unlike other cases
where it is a choice of constants they are not in the documentation.
Possibly because this is Set rather than a Choice, and that may be
something that needs fixing in lazr.restful.
