lp customer support cannot disable/enable bugtrackers

Bug Description

Admins can disable bugtrackers, which is great, but the people who deal with bugtrackers on a day-to-day basis are LP developers. Having to ping a LOSA or other admin to disable bugtrackers is a waste of everyone's time, so the enable / disable functionality should be restricted to the ~launchpad team rather than just admins.

I'm all for expanding permissions. Which users can enable / disable bug trackers?
