on open teams / mailing lists 'renewal' doesn't make much sense

Bug Description
the team renewal policy stuff makes a lot of sense for sensitive teams which are used for access control. However many teams are really just mailing lists and for those the renewal options are just an opportunity to have a bad user experience.
For instance, ~launchpad-dev was setup as follows:
-open team
-only admins can renew members
-has a list
I think it would be nicer for inclusive teams to have no renewal policy at all: only exclusive teams need one, and for those it should be selectable as it currently is.
