Bug Description
If the buildd is restarted during a build, build-manager should detect that and treat it the same as when a virtual builder disappears from the farm: if the buildd is present and idle, then just requeue the build that used to be there, and keep on going, rather than failing the builder. This is a normal situation in the case of an upgrade of launchpad-buildd

The code already copes with builders disappearing mid-build otherwise we'd be in big trouble with the Enablement machines that we borrow.
The problem lies in the duped bug.
