Bug Description
This is a bug to track that we should make use of IComment and IConversation the way the code team does. There are certainly some differences between comments on bugs and merge proposals, but we need to see how we can converge on IComment/
We will likely be fixing some comment-related bugs over the next 2-3 months, so it's worth considering how we can work in this change as well.
