+patches page should list merge proposals too

+patches shows 'bugs with patches'. This should show all candidate fixes, not just those that happen to be on bugs - its siloing the data that maintainers need to look at.

Bug #345577 represents the patch-to-branch workflow request that should be considered when considering the ideas in the bug report. Naturally, one is not dependent on the other, but it's worth considering how each relates to the other when doing the work.

Robert, can you clarify what you mean a bit more? I assume you mean that +patches should contain links to branches as well as bugs with patches? Or do you mean something different?

I feel dumb. I overlooked the title of the bug. I follow what you mean now. I think that's a reasonable request. If/when we do patch-branch-mergeproposal work flows this should be considered as part of that work.

I agree with the need to consider patch-to-branch in doing this; I
also agree that they are separate; this bug is about reducing silos in
the UI, while patch-to-branch is about creating a single workflow
right down to the data model.
