"Add URL" link only visible if bug already has URLs associated with it

Bug Description

The link taking you to the "Add URL" form is found at the bottom of the "Related Web Links" portlet. However the "Related Web Links" portlet is only displayed if a bug has some URLs associated with it.

This makes it impossible to relate a URL with a bug in many cases without manually typing in the URL of the "+addurl" form.

I think the correct solution here is to remove the URL portlet entirely.

Could we have a URL catcher somewhere that displayed all URLs posted to the bug report's comments? That's a nice feature I miss in every bug tracker, and it doesn't need any DB support -- we could just infer them while rendering the comments.

Yes, that is the agreed next stage, but the current stage is already ~1500 lines (though mostly removals).
