Provide dupe searching against upstream bug reports

This bug report is meant to track the desire to see the +filebug dupe finder gain the ability to search for dupes against all upstream bugs hosted in an external tracker. The idea would be: if I search for a bug against Gnome, the dupe finder would look for possible dupes in Gnome's Bugzilla as well as Launchpad bugs related to Gnome.

Obviously, we would need some form of a local cache of these bugs to make this possible.

Fwiw, Kamran implemented a script for Arsenal which does this, for bugzilla.

From talking to lifeless doing this where we query remote bug trackers is not really what we want.

What we want is an upstream bug tracker 2 way imported into Launchpad so that we can work with the bugs in one place, including dupes.

* upstream->LP-upstream
* +filebug finds in LP-upstream (this bug)

If its a dup in LP-upstream, and upstream don't use LP for bugs, we
redirect there if the user tries to say 'affects me too'. With a note.
