Cant do ubuntu-bug for too big crash file. Getting error 500

Bug Description
There is someking time limit set up couse i cant do ubuntu-bug for report witch is locally on disk 60mb but when opening it asks to upload 221mb of full crash.
When im reporting same file with very fast upload then all is ok.
When on slow upload 55-65kB/s then it takes more then 10min and gives error 500.
When in TTY ubuntu-bug then i get the same error a little faster then needed to finish 10% after 90%.
When apport-cli then the same as in TTY ubuntu-bug.
When in ubuntu-bug GUI then it goes till end and then shows error.

I'm fairly certain that this bug has been reported already but I can't remember it's ID and nor can I find it by searching.
I suspect this is either because our timeout mechanisms are killing the request or because there's some file upload limit somewhere; I don't know.
