Bug Description
Currently download of translations has the options "all" and "choose".
To reduce server load I would suggest to add an "all in upstream". This would contain all languages where at least several "green" translations are included.
Usually I only need these languages when doing an upstream sync, but choose "all" instead, as it is much easier to ignore the additional languages than to select each wanted language myself.
