Bug Description

lp/reg/doc/private-team-roles.txt documents that private teams are permitted to be bug supervisors. But validation rules prevent users from doing this. The cause appears to be a change landed in 2009-07 to make the bug_supervisor field be PublicPersonChoice. This appears to be wrong. I write "appears" becaus the person picker did permit me to choose the private team, but the validation error (reported by the page) implies the name was not in the vocabulary.
