Bug Description
The images we use to display colour-coded translation statistics (green_bar, red_bar, etc.) are not marked as cacheable in the browser. Fixing this would in most cases eliminate the small wait between the moment the page is rendered and the appearance of the coloured bars.

Was there maybe a reason why they were not cached?
How do we mark them for caching/no caching?
