Launchpad should record which bugtrackers have plugins / api

Bug Description
At the moment, Launchpad only pays attention to the API offered by a bugtracker (either natively or by a plugin) when checkwatches is run against that bugtracker. The information is never recorded, however, so we don't know how many bugtrackers are using plugins, or which version of whichever BTS they're running.
We should record this data in the the Launchpad DB.
