Using the project ID in the URL of a bug is unuseful

Bug Description

Whenever you visit a bug page, the URL is always https://bugs.launchpad.net/{project}/+bug/{bug-number}. However this kind of URL has a problem: it is not permanent, in fact you can change the affected project and the URL will change too.

If you visit a bug page containing a wrong project ID, you are automatically redirected to the right page, but this only works if the given project exists (and has not been disabled).

Also, the project ID determines which row in the list of the affected projects should be highlighted. I don't think this is a good thing to do because highlighting a line does not bring any useful information (instead, it can be confusing sometimes).

So, for this reasons I propose to use https://bugs.launchpad.net/bugs/{number} by default, without putting the project ID in the URL.
