Librarian logfiles aren't rsync-friendly

Bug Description
The librarian uses twisted's default logging setup which rotates logs every 977K and appends a sequential number to them each time. This means the contents change by filename each time, which is very unfriendly to rsync. We should be using a dateext option so that file contents don't change when rotated. Compression of older logs would be nice and timed logrotations rather than done by filesize would also be good. If there's a signal we can to the librarian to trigger it to use a new logfile this would be great, as we can then manage logrotation externally.
