Happened about 490 times in the last week.
This causes time-outs on the branch merge proposal page as we get the diff from
the librarian.

To note the obvious: this is not about SQL. It's probably about network time somewhere.
One example: OOPS-1607EA56
SQL time: 475 ms
Non-sql time: 189078 ms
Size of file: 8K
Another example: OOPS-1619EA1534
SQL time: 118 ms
Non-sql time: 189066 ms
(I don't have access to this file to determine the size)
