Atom feed for active reviews

The ability to subscribe to an Atom feed for +activereviews of a project would be useful as a well-structured way to retrieve notifications about new merge proposals, or merge proposals that have changed state, for use in software such as IRC bots, project dashboards, etc.

I think instead of having a lot of different specific RSS feeds, we probably want to invest into a proper event notification system. Perhaps pubsubhubbub or similar.

Pubsubhubbub is really just a way to receive push updates to an Atom/RSS feed, so the two aren't mutually exclusive.
