bug supervisor doesn't fall back to project owner

Bug Description

I have set up a new launchpad project but didn't set any bug contacts or supervisors.

When I file a bug on my project I am not allowed to specify the importance or status during the bug filing procedure, although as soon as the bug is created, I can update them.

We should definitely fall back to the maintainer when a bug supervisor isn't set.

There is some irony here because bug mail does fallback to the maintainer--even if the project does not use Launchpad Bugs.
