Bug Description
New users continue to register invalid projects. The users do know know what a launchpad project is and assume that registering a project will complete their goal. Many test projects are registered each week because the staging server is not known to the user. We can remove the shipit links because shipit was made a separate app 9 months ago. Launchpad could send an email to users with "Don't know" licenses to explain the terms.
