unable to open a link from header in a new tab in Safari

Bug Description
So when I click a link from Launchpad's header (Overview Branches Bugs Blueprints...) with the right button in Safari, it says that it's a frame and I can only open this frame in a new tab (it opens nothing!!).
But it's not a frame — there's some other frame, maybe with higher z-index.
