List of declined blueprints tries to look as if it isn't

<https://blueprints.launchpad.net/sprints/uds-m/+specs?acceptance=declined> does not mention anywhere that it is the list of declined blueprints.

Making things worse, the page has not one but *two* links -- "List declined blueprints" and "You can show topics that have been declined" -- to mislead you into thinking that the page you're looking at is not, in fact, the list of declined blueprints. Both links just reload the page.
