Bug Description
After using apport-collect to file a Linux kernel bug, I received 16 bug notification emails from Launchpad - something needs to be done about this.
Possible fixes:
* If there are a lot of updates in a short period of time, only send 1 email
* Add an option not to send emails (and add an alternative like bug #577777)
