document the mailing list deactivation process

Bug Description

Trying to deactivate a list for Tim P:
https://edge.launchpad.net/~wikkid/+mailinglist

Unf it has been sitting at the "This team's mailing list is being deactivated." for some hours now.

Nothing in the mailman logs seems related.

Is it possible to also get a quick para (or 27) on how the deactivation process works for future reference?

The mailing list is deactivated. Therefore, I'm changing the bug to a documentation bug and assigning to registry.

I wonder if making the proc work as I want it too is bettern than documentation. I do not know why I have to manually purge, nor do I know what it accomplishes. I do not know if the archive is deleted by the purge.

I do think that any user should be permitted to compeletely destroy (purge?) a mailing list without assistance. I should not be prevented from renaming or merging a team because there is a mailing list.
