NEVER_EXPIRES constant should be removed

Bug Description
We have a (in fact, even two!) NEVER_EXPIRES constant that is set to a date far away in the future. However, we don't use this constant anywhere, and we user None to indicate that something can't expire.
This constant should be removed from the code base.
