Person-picker on merge proposals disappears far too eagerly

Bug Description
When adding a person's name on the JS picker, once you've clicked on the name it offers, the picker disappears without giving you a chance to edit the review-type.
What should happen is that it does not disappear, lets me edit the review type, and gives an OK button at the bottom to submit it.
