Bug Description
When a PPA's virtualization state is changed, any outstanding build records are currently skipped. This results in errors in the queue depth reports on /builders page.
Changing the PPA virtualization state should also change the state on any outstanding build records for the ppa.

Making sure not to touch anything that's currently building or it'll go boom, and also don't touch builds that don't have a builder if the virtual flag is flipped.
