Bug Description

What happens:
Say a bug watch has been run once and has failed. At the moment, the reschedule button won't appear, because that's a > 60% failure rate. However, if it's run twice and failed once, the button appears.

What should happen:
The button should appear for ran-once-failed-once watches so that they can be fixed and rescheduled.
