Bug Description
This breaks 'mute' in gmail, which considers a mail sent to the person (as opposed to e.g. a mailing list they are subscribed to) to be something calling for their attention.
Merge Proposals, another launchpad feature, set the To: for emails to mp+1234 @ code.launchpad.net, which lets muted merge proposals remain muted (until someone is deliberately cc'd, which 'request a review from xyz' will do).
Even without the ability to deliberately cc someone, it would be very useful to allow muting bugs that are not interesting, when subscribed to large projects with some bugs that are of great interest and others that are not so interesting.
