Bad tidyup (55877) caused dists backup to turn into a hardlink farm; hilarity ensued

Bug Description

Due to bug 55877, where we weren't tidying up dists.new until after running the final actions in cron.daily, it was still in the ubuntu-archive/ubuntu tree when dsync ran, which means it got turned into a hardlink farm of the live dists tree.

Repeated rsyncs, of course, were therefore very *very* fast, but did nothing of any use, and while apt-ftparchive was running, we had an inconsistent dists tree, causing build failures.

This was fixed, hopefully, by deleting the ubuntu-distscopy/dists tree. The next run should create a good backup, and it shouldn't have a chance to become a hardlink farm.
