hwdb.getDriverOwnersAffectedByBugs subscribers option is unclear

Bug Description

 affects malone

hwdb.getDriverOwnersAffectedByBugs has an option for subscribed_to_bug
but doesn't indicate whether or not this is direct subscribers or
indirect (because of duplicate bug report) subscribers. I had expected
it to include both direct and indirect subscribers but through testing
have determined that it is only direct subscribers which I think
is not what others would expect either. This can be tested using
bug-related-device-owners from the hwdb scripts with the following
searches:

bug-related-device-owners.py --bug 541492 -D i915 --subscribers
NOTHING

bug-related-device-owners.py --bug 545201 -D i915 --subscribers
useResa https://edge.launchpad.net/~rdrijsen

You'll notice that useResa is subscribed to bug 541492 because they are
directly subscribed to bug 545201 which is a duplicate of 541492.

I think the parameter should be changed to include both direct and
indirect subscribers and if that will take some time then the API
documentation should be clarified.

We've removed the hardware database, so this is no longer applicable.
