Display check-mark in "Other" license options when the fields are set

Bug Description
version: Launchpad 10.03 (r9186) beta site
Currently, when something is filled in for either Launchpad 10.03 (r9186) beta site "Other/Proprietary" or "Other/Open Source", the checkboxes are shown unchecked and their contents are not visible when a user later goes to edit a project's details. This can lead to confusion since it appears that the options are not set at all.
A better approach would be to display the boxes checked and show the contents that the user has entered. This way it is immediately obvious that those parameters are set.
