Check to see if a patch is really a patch complains about obvoius patches

Bug Description

When I attached http://launchpadlibrarian.net/42790277/karmic.update to https://bugs.launchpad.net/ubuntu/lucid/+source/clamav/+bug/553266 launchpad complained it didn't look like a patch and asked me to confirm it. I'm not sure what doesn't look like a patch about it, but this kind of debdiff is very commonly used in Ubuntu, so this is going to be an problem for a lot of users if it generally doens't understand about debdiffs.
