some commits to branch under review don't appear in mp page?

Bug Description

In <https://code.edge.launchpad.net/~vila/bzr/411413-disable-plugin/+merge/21435> Vincent made two commits in response to review comments. However, only one of them (r5097) seems to show up interleaved with the review conversation. (See screenshot.) Why?

Without much closer examination, it's hard to know why. We decide whether to show revisions based on how new they are relative to the review, so it could be down to clock skew.
