Bug Description

publish-distro-optimization doesn't run apt-ftparchive etc. over pockets which didn't change, but due to an oversight, writeReleaseFiles is still called for these pockets.

Since we've deleted the uncompressed package files from the previous run by now, the release files generated are broken.

writeReleaseFiles also needs to limit itself to working in the same pockets as apt-ftparchive has been run on.
