Retargeting bugs/blueprints from deleted milestones

Bug Description
When we want to delete a milestone, Launchpad says that the bugs and blueprints targeted to it will become "untargeted". I think it would be useful if they can be retargeted to another milestone, either by user preference or automatically to the next milestone in the series.
Justification: Typically, the milestones that will be deleted are those of alpha or beta releases. When they are deleted, the work done for them should be accounted for in the main releases. It seems pointless to orphan all their bugs and blueprints.

I think this can be done by generating a vocabulary of active milestones and we substitute the the Milestone being deleted to "Do not reassign".
