remove exception for +blobstore without a REFERER

Bug Description

Bug 538097 revealed the necessity of allowing +storeblob POST requests to be allowed in canonical.launchpad.webapp.publication.LaunchpadBrowserPublication.maybeBlockOffsiteFormPost. This exception will probably be necessary to keep until we have an apport that does not make it necessary, and no legacy apports to support (so, for instance, we can't get rid of this exception until after Lucid is no longer supported).

At that point, we should remove it.
