Projects with official_rosetta=False should still show all translations read-only

Bug Description

Today, when official_rosetta=False, we do not show any translations pages except to project maintainers who can then set translations up. We should change this so everybody can see the current state of translations in read-only mode. However, it should be very obvious that project is not using LP officially for translations.

This is a requirement for crowd-sourcing translations set-up.

Ok, so this last branch fixed it a bit but did not include the "read-only" part. That is actually a good idea and should be simple to implement.

I think this is a "nice to have" and not a requirement for the current feature. So I'll downgrade the importance.
