Bug Description
When a security upload comes in source-first, build records are created for it twice (once to queue the builds we'll never do, because Soyuz doesn't do security builds, and once when we receive the binaries).
We need to fix the processing of security binary uploads so that they will re-use the existing build record if one exists.
