UnicodeEncodeError when logging in to file a bug

I've seen a lot of OOPSes like OOPS-1524C2025 and OOPS-1524M443 in lpnet. It seems the user is trying to login to file a bug but if the title contains non-ascii chars, it oopses.

  UnicodeEncodeError: 'ascii' codec can't encode character u'\\xf3' in position 242: ordinal not in range(128)

After a quick chat with intellectronica and allenap on irc, they agreed with the following:

It turns out this is a dupe of another bug, already fixed. :)
