Translation template import mails should have a rationale message at the bottom

Bug Description

The "Translation template import" mails sent by Launchpad should have a rationale message at the bottom stating why I got the mail, and how I can shut it off.

Rationale messages also make text-based filtering in Gmail easier. Necessary because Gmail can not filter on custom headers.

Here is the text of a template import message I received today:

Hello Ubuntu One,

On 2010-03-03 10:50z (3 minutes ago), you uploaded a translation
template for rhythmbox-ubuntuone-music-store in The Ubuntu Music Store
Rhythmbox plugin trunk in Launchpad.

The template has now been imported successfully.

FWIW, you can't shut it off other than by not uploading templates :)

This email doesn't even have proper special headers, so it'd be nice to add these as well.
