restore needs_packaging for +portlet-package-summary

Bug Description

DistroSeriesVIew.needs_packaging was disabled because the query is too expensive for a portlet. The portlet really should show the packages that most need linking, so the implementaiton of the problem method needs deep fixing. This may require a schema change a a daily job to ensure that the total heat and po messages for a source package is easy to get.

The 10 items listed claim to be the the 10 items that mose need linking to an upstream project, but I can see that 5 are meta packages. This top ten is also causing timeouts. We want to restore this portlet when it can show a sensible list of packages without causing a timeout.
