Bug Description
If I have a branch not yet on Launchpad that I want to review on Launchpad, at the moment I have to register a mirror or import, then propose it for merge.
It would be nice if I could instead: go to the branch I want to merge into, click 'propose merge' and then enter the url of the thing I want to merge.
