want a way to change target of existing mp

Bug Description

In https://code.launchpad.net/~parthm/bzr/2.0_376388_dot_bazaar_ownership/+merge/19593 the patch is basically good and the comments are useful, but I don't want to merge it into 2.0, only into trunk. I wish I could change the mp target, rather than needing to create a new one.

However if we do support this people will need to be careful of doing this when asking for a backport, because the mp could easily become about merging all of trunk into the old branch.

resubmit may let you do that. If it doesn't, it could. That said, I'd like to be able to mutate merge proposals more myself.

Nevertheless, this isn't currently in our roadmap, so I've dropped it to low priority.
