Removal of superseded packages makes it harder to find when a bug was introduced

Bug Description

At UDS-L, Scott Ritchie (Ubuntu WINE packager) said that the removal of superseded packages makes it harder to try older packages when testing for regressions and bugs.

While clearly this would require increased disk space, could we offer an option of retaining some binary package history?

Old Ubuntu packages are all available in Launchpad itself for quite a long time.

If you're talking about PPAs, we simply don't have the disk space to keep everything around.

We could definitely do that from a technical PoV. The politics are different, however :)

Do we scale storage for this by adding more machines or by adding bigger hard drives to existing machines?
