+filebug page should use JavaScript to poll for blob processing jobs

Bug Description

Once bug 513191 has been fixed we should write some Javascript for +filebug so that it can poll for ApportJobs related to a token without having to use meta refresh tags, thus making the user experience somewhat nicer.

It's only the dependencies that are done for this; at the moment the
"polling" happens by way of refreshing the page until the Job
completes.
